Rajya Sabha has 244 members. As of January, there were 82 people opposing the Bill. Congress and the Left numbered 82, which is why the Bill wasn’t passed.
About one-thirds of Rajya Saba members seek re-election every two years. From April to August, about 57 new members will come in.
When the house meets for the monsoon session, only 68 from Cong and Left will be opposing.
Therefore, if the Bill is passed in the monsoon session, it will be passed.
